This is a very strange question. The rind of many cheeses contain, or is made entirely of, mold, while many moldy cheeses do not have rind.

Looks less like mold, more like something purposely mixed in the cheese.
Looks like herbs, it want like this when you bought it?
No idea, but:
I can’t think of another food I enjoy where people regularly have to ask if it’s safe to eat or “is this mold.” Clealy, we fans are a dedicated bunch.
